DUTIES A Security Officer patrols and safeguards City-owned buildings, parks, reservoirs, facilities, grounds, and equipment; answers questions and directs visitors/patrons; assures that only authorized persons enter buildings, yards, and other restricted areas; prepares reports and keeps records; may make preliminary investigations of accidents, thefts, and disturbances; may issue warnings or citations for illegal parking; may testify in court and may detain violators pending the arrival of a peace officer.

REQUIREMENTS
  1. One year of full-time paid experience as a security guard, security officer, security aide, law enforcement officer, correctional officer, traffic officer, park ranger, firefighter, or Police Student Worker (with the City of Los Angeles); or
     
  2. One year of preparation as a police explorer with a law enforcement agency or fire explorer with a fire department; or
     
  3. One year of full-time service, with satisfactory performance, or two years as a reservist, with satisfactory performance, in the United States Armed Forces; or
     
  4. Completion of 12 semester units or 18 quarter units from a recognized college or university, half of which (6 semester or 9 quarter units) must have been in criminal justice or a behavioral science.

The first Written Test will be given on SATURDAY, JULY 19, 2008 in Los Angeles. Those candidates selected for subsequent test administrations will be notified by mail of the exact date, time, and location of the test.
Candidates must pass a multiple-choice QUALIFYING WRITTEN TEST. The qualifying multiple-choice test includes questions that will examine candidates for reading comprehension, English usage, judgment, attention to detail, and interpersonal relations. At the written test, candidates will be given a Security Officer Supplemental Training and Experience Questionnaire to complete and return to the Personnel Department.
Candidates must pass the qualifying written test to have their Security Officer Supplemental Training and Experience Questionnaire evaluated. The candidates' responses to the Security Officer Supplemental Training and Experience Questionnaire and job application information will be reviewed for the EVALUATION OF OVERALL QUALIFICATIONS.
If you receive and accept a conditional job offer, appointment is subject to completing a MEDICAL EXAMINATION. Candidates must be determined to be medically qualified to perform the essential duties of a Security Officer. Candidates must undergo a comprehensive medical examination given by a City physician and if the City physician identifies concerns in that area, a psychological evaluation, conducted by a City psychologist, will also be conducted.
Some Security Officers will be required to be available to work night or morning assignments, weekends, holidays, rotating shifts, and in various locations throughout the City of Los Angeles.
Some positions may require carrying a firearm and/or a baton and/or chemical agent, and successful completion of an appropriate training for the use of such equipment. For positions requiring a firearm, candidates must be at least 18 years of age at the time of hire, and they must pass a thorough screening of their personal history and conviction record.
Note: Federal law prohibits anyone who has been convicted of a misdemeanor involving domestic violence from carrying a firearm. In addition, all candidates being assigned to work at any airport or seaport will be required to comply with federal background standards, including but not limited to, fingerprint based on Criminal History Records checks.

  1. A final average score of 70% is required to be placed on the eligible list.
  2. This examination is based on a content validation study and, as provided by Civil Services Commission Rule 4.20, the written test will not be subject to candidate inspection.

 Salary and Benefits:

Trainee salary range $2,603-$3,322* approx. per month.

Medical Premium Subsidy equal to approximately 95%* of the lowest cost high option health insurance premium.

Uniform allowance of $450.00 per year plus an additional one time $125.00 (first year only) for Class A Uniform after successful completion of probation.

 Minimum Qualifications:

Age: Applicants must be 18 years of age or older and have graduated from high school or equivalent at time of appointment.

 Experience/Education: 

Must have six (6) months experience as a full-time, fully licensed and practicing Paramedic.

Must possess and maintain a National Registry Paramedic License -or- California State Paramedic License. Individuals certified in San Bernardino County (ICEMA) prior to employment will be given placement priority.

Must possess and maintain a valid class "C" Driver's License (or higher).

DMV Printout-Driving Record to include ticket and accident history (printed within the last six months)

CPAT test or timed Biddle test (test must have been taken within the last twelve months). San Bernardino County Consolidated Fire District Paid Call and Limited Term Firefighter applicants must submit a current CPAT test or timed Biddle test to be eligible.

Must have and maintain a current CPR and ACLS Certification. 

Probationary Period: After appointment to Firefighter/Paramedic position, a one-year probationary period is required. Prior to completion of this probationary period, the following must be obtained:

Must successfully complete Firefighter I and Firefighter II Certification through California State Fire Service Training and Education System.

Must successfully complete all phases of probationary testing. 

Must have and maintain throughout employment State of California Paramedic License and ICEMA Accreditation.

Obtain and maintain a Class “B” Firefighter restricted California Driver’s License. 

Obtain and maintain current Paramedic certification in San Bernardino County (ICEMA) prior to successful completion of the San Bernardino County Fire Academy if not certified at time of employment.  

Physical Requirements: Must be able to perform during high stress situations. Must be able to hear in the normal audio range, without correction. Must possess the strength and stamina sufficient to lift and carry equipment and individuals, and be able to wear a self-contained breathing apparatus. Vision must be correctable to 20/20. May be required to pass a color perception test. Must be able to work in a variety of environmental conditions.  

Other Requirements: Applicants will be fingerprinted and must pass a thorough background investigation which may include but is not limited to the following: fingerprinting for a Department of Justice criminal background check, DMV driving record check, military record check, reference checks, and review of prior employment history check. An applicant may be automatically disqualified for misrepresentation, falsification, or omission of pertinent facts in the screening/selection/background check process. Job offers are made contingent upon passing a medical examination and meeting the medical requirements of NFPA 1582 (Standard Medical Requirements for Firefighter). Must successfully pass a pre-employment drug test. Failure to meet medical standards may result in the withdrawal of employment offer. San Bernardino County Service Area 70 has a non-smoking policy. All new employees must adhere to the provisions of the County Fire and Special Districts Dress Code, which prohibits all visible tattoos.

The Selection Process: Applicants meeting or exceeding the minimum requirements will be invited to participate in the departments written testing (which may be comprised of any or all of three components: Human Relations, Mechanical Ability and Reading) in the months immediately following the close date. A select number of applicants with top scores will then be invited to participate in a structured oral interview and paramedic assessment. Passing applicants will then start the background check process and if successful, will move on to a NFPA 1582 Physical. The San Bernardino County Fire Department Academy will follow. Under direction and supervision of Fire Marshal, the Civilian Fire Inspector will be responsible for a wide variety of technical work in the inspection, analysis and application of fire protection and prevention practices and principles.
 Major Duties:
•Performs fire inspections of all occupancy group classifications, and enforces laws and ordinances pertaining to fire safety and prevention.
•Performs general and specialized inspections, fire and life safety plan review inspections, sprinkler and fire alarm inspections and haz-mat permit inspections.
•May conduct fire cause determinations at fire scenes to establish origin and cause circumstances of fires, secures and preserves evidence, testifies in court, if needed.
•Conducts building plan reviews and assists with final building inspections, consults with building contractors as required.
•Performs fire safety permit inspections for issuance of special permits.
• Inspects public displays or gatherings.
•nspects installation and removal of underground and above-ground fuel facilities and the storage and handling of flammable, combustible, toxic corrosive, and other hazardous materials.
• Investigates citizen complaints and follow-up on fire company inspections to initiate enforcement activities.
• Reviews findings of inspections with owner/occupants and explains requirements for meeting compliance with codes and regulations; conducts follow-up inspections for violation abatements, as assigned, may act as liaison between the fire prevention bureau and the City prosecutor; maintains records of findings, prepares reports and
complaints, and files with City prosecutor.
• Assist fire suppression personnel in inspection functions and problem inspections; provide follow-up inspections to suppression personnel.
• Responsible for a variety of Fire Prevention programs such as: fire sprinkler retrofit; brush abatement; haz-mat; lock boxes; iron bars, fire drills; Regulation 4 testing; Christmas tree inspections; and FPB requirements.
• Educates public on fire safety issues, speaks to large groups, and presents fire prevention program information at fairs, schools and other special events.
•Performs related duties as required.
 Required Qualifications:
•Three years experience in inspection, completion of the twelfth grade, supplemented by an Associates of Arts Degree in Fire Science. Before an appointment is made, the recommended candidate must show proof that they meet the minimum education requirement in the form of a college diploma, transcript, letter from your college/university or other documents approved by Human Resources.

•Uniform Fire Code certification as a Fire Inspector through the International Conference of Building Officials within twelve months of appointment.

 Forestry Technician - Dispatcher 

The Modoc National Forest in Region 5 is advertising a permanent full time GS-462-06/07, dispatch position.  The position is a secondary (Supervisory-Administrative) firefighter position covered under the provisions of 5 USC 8336(c) (CSRS) and 8412(d) (FERS).  Prior wildland firefighting experience is a requirement of this position.  This position works directly for the Center Manager. 

 This position serves as a dispatcher, primary responsibility is providing dispatching services to a complex multijurisdicational all risk dispatch communication center.  Incumbent dispatches personnel, equipment and supplies to emergencies.  Implements and maintains mobilization plans, emergency disaster plans, and dispatch policies and procedures for the agencies serviced.  Collects daily weather data from weather stations, and updates weather information management systems.  Maintains records for certification of payments for resources used during emergency situations.  Coordinates and arranges for air transportation of personnel, equipment, and supplies on emergency and administrative flights.  Contacts are made with Forest, District Staff Officers, Law Enforcement, Zone Special Agents, Regional Fire Management Staff, adjoining National Forests, National Weather Service forecasters and other Federal agencies.  Incumbent frequently must work long, unscheduled, irregular shifts for extended periods of time under stressful conditions.

The Modoc National Forest is located in the northeast corner of California. State Highways 299, 395 and 139 serve as the major arteries through Modoc County. The forest is bounded by the Oregon State line on the north, the Medicine Lake Highlands and volcanic zone on the west, Madeline plains to the south, and the Warner Mountain Range to the east.  The forest varies in elevations from 9000 feet in the Warner Mountains, to the plateaus at 5000 feet.  The Modoc National Forest offers an outstanding opportunity for outdoor activities such as the solitude of the South Warner Wilderness, hiking, hunting, fishing, camping, boating and skiing. Within an easy half day or less drive are Redding, CA, Reno, NV, Klamath Falls, OR as well as Lake Shasta, Lassen Volcanic National Park and the Lava Beds National Monument. The community of Alturas lies in high desert country; it has a population of 3,000 and is the county seat of Modoc County. Alturas is located at an elevation of 4200 feet in the northeastern part of California.  Alturas is a full-service community.  Local community services include: a hospital, with several doctors, dentists, a public library, a theater as well as a Performing Arts Theater.  Alturas has one public elementary school, a junior high and high school offering numerous extra-curricular activities, churches representing many denominations, adult activities and numerous restaurants and motels. Housing prices range in the area of $80,000-$240,000.  Rentals for 2-3 bedrooms are approximately $450-800/mo.

 Lassen College Extension offers night courses in Alturas.  Higher education facilities outside the area include:  Shasta College, a 2-year Junior College, and Simpson College, a 4-year college located in Redding, CA, a 2 ½ hour drive, the University of Neva Reno in Reno, NV, 3 hour drive Oregon Institute of Technology is located in Klamath Falls, OR, a 2 hour drive.  The nearest resorts are located in Bend, Oregon, Lake Tahoe, NV, each about a four hour drive and Shasta Lake about a 2 ½ hour drive.

 The Forest is home to more than 300 species of wildlife, including threatened, endangered, rare or sensitive species.  Rocky Mountain mule deer, Pronghorn antelope and Canadian geese are commonly seen in the forest.  A wild horse and burro territory is located on the Devil’s Garden and Doublehead Ranger Districts.  The Pacific Flyway for migratory waterfowl crosses directly over the Modoc National Forest.

 The South Warner Wilderness offers backpackers and horse back riders 79 miles of trails in the 70,385 acre area.  Winter recreation is available at the Cedar Pass Snow Park, 15 miles east of Alturas.  A snowmobile trailhead is located at Doorknob Snowpark, 1 ½ miles south of the Lava Beds National Monument.  You can choose from a variety of campgrounds or picnic areas, available on a first-come, first-served basis.  Recreational opportunities include hunting, fishing, camping, hiking, horseback riding, hand gliding, snow and water skiing, bird watching, and collecting rocks and gemstones.
